About Us Strategies and Solutions is a Rhode Island-based firm specializing in actuarial services, benefits consulting and database development and management. Kimberly C. (Kacey) Booth, MSW brings over 15 years of healthcare industry experience in the areas of healthcare benefits, new product development, pricing, cost-benefit analysis of corporate initiatives, rating methodologies, reimbursement strategies, monitoring cost and utilization statistics, and modeling outcome analyses. During her career, Kacey has developed new managed care products; negotiated vendor contracts; designed selected hospital networks; and coordinated the submission of application documents for new product filings. Kacey has worked with various product lines including indemnity plans, PPO and POS arrangements, and HMO business. This varied representation of health plans provides Kacey with a necessary understanding of subscriber types, including large and small group business, individual and direct pay members, and Medicare and Medicaid recipients. As a published researcher, Kacey offers her clients expertise in understanding the dynamics in the healthcare field, assessing the competitive market, and exploring opportunities for change and enhancement. Moreover, Kacey brings to her clients experience in developing and implementing training and education programs for strategizing, pricing and rating health care initiatives. Kacey currently serves as founder and President of Strategies and Solutions. Prior to founding Strategies and Solutions, Kacey founded and was Principal Consultant of HealthCare Analytics, an actuarial consulting firm working with the provider community. Kacey previously served in management positions as Staff Consultant for Blue Cross & Blue Shield of Rhode Island, and as Scientist Associate for the United States Environmental Protection Agency. Kacey earned a Master of Social Work degree from Smith College and a Bachelor of Science degree from Duke University.
